Exact records and technical material
Precision lives where the exact artifact lives. Units, formulas, and identifiers remain in a source record outside Phi. The same boundary holds for exact legal wording and clinical values. A page may place the record before a Phi account or in a table; an interface or conversation can establish the same relation through its own medium.

The Phi sentences identify the record and the act around it. The digits and unit remain in the source record. Phi can separately describe who made the measurement, how it was made, and whether someone accepts it for the present purpose.
The boundary does not excuse a thin lexicon. Repeated discussion may need direct core or module words for diagnosis, dosage, capacity, or another stable concept. The exact value and source notation remain separate even after the concept has a Phi name.
